With regard to the two scholarships provided by Your Excellency's Goverment and the Hongkong Chamber of Commerce I

have decided, with the approval of the Civil Governor, to post-

-pone them till next year. My reasons for doing so are as

follows: The University course begins in September and it is

better that students should enter then; we have taken the four

best man and I doubt if there are any more students at present

with a sufficient knowledge of English to justify their proceeding

to Hongkong at the begiming of the year; a delay of a year will

enable students to increase their knowledge of English and also

act as a stimulus to the study of English throughout the province.

I have accordingly addressed a circular letter to all the papers

in Yunnan asking them to amounce that these two scholarships

will be offered to open competition in Yunnanfu in Jme next year.

In order to avoid any suspicion of favouritim I propose to arrange for the examination papers to be prepared in Hongkong and

sent back there to be marked. I trust these arrangements will

meet with Your Excellency's approval.

The announcement of the fact that these scholarships were being offered to opan competition, which quickly reached all parts of the province, has already had anexcellent effect; the number of students inthe schools where English is taught has largely increased, arrangements are being made to teach English in the Lolo schools, and a special class for University candidates

has been formed for which thirty-five students have entered their

BAROS.

I am forwarding a copy of this despatch to His Majesty's Minister at Peking and to the Vice-Chancillor of the

University.
